Belize Unveils 20-Year Sustainable Development Master Plan for Ambergris Caye – The Government of Belize, with support from the Inter-American Development Bank (IDB), has completed a Strategic Plan aimed at guiding the sustainable development of Ambergris Caye over the next 20 years. The finalized draft will now be reviewed by the San Pedro Town Council with a formal launch of the strategic plan scheduled for early April 2025.
Key Goals of the Master Plan
Ambergris Caye, one of Belize’s top tourist destinations, faces challenges such as rapid urban growth, extreme weather risks, and infrastructure needs. The plan focuses on:
- Improving essential infrastructure – including ports, roads, and a new airport.
- Expanding utilities – such as water, sewerage, and electricity networks.
- Enhancing housing and healthcare – by building better neighborhoods and high-quality health facilities.
- Preserving the environment – by ensuring development is sustainable and climate-resilient.
How the Master Plan Was Developed

The strategy was created with technical assistance from the IDB, following 15 workshops and consultations with government leaders, the private sector, and civil organizations. A task force, established by Prime Minister John Briceño in 2022, led the initiative.

Government and IDB Support
Hon. Christopher Coye, Minister of State for Economic Development, emphasized that the plan is a blueprint for long-term prosperity. “By investing in essential infrastructure and sustainable initiatives, we aim to create a resilient and thriving environment that benefits both locals and visitors,” he said.
IDB Country Representative Rocío Medina Bolívar reaffirmed the bank’s commitment, stating that the plan addresses key challenges while unlocking Ambergris Caye’s full potential through resilient infrastructure and inclusive growth.
Funding and Investment Opportunities for Master Plan
The plan requires an estimated $270 million in investments over the next two decades, creating opportunities for private-sector investment and public-private partnerships. With this roadmap, Ambergris Caye aims to become a model for sustainable development by 2045, ensuring a balanced approach to economic growth, environmental protection, and community well-being.
